The 1891 2½as on 4½as Queen Victoria Surcharge
On the 1st of January 1891 the “2½as on 4½as” surcharge was issued in response to a change in postal rates implemented on the same date. The new rate to be introduced was a 2½as foreign letter rate covering all non-India destinations and replacing the old 4½as rate to the UK via Brindisi.

The 1892-1897 Queen Victoria Issue
Between January 1892 and 1897 two new values were issued being a 2½as and 1-rupee value. The 2½as value was issued in order to replace the 1892 “2½as on 4½as” surcharge.
